Chevron Corp. did not shut down its 245,000-barrel-a-day refinery in Richmond, Calif., despite a government filing saying otherwise, a county official said Tuesday.
An official with the Contra Costa County Health Services Department said the refinery was still running, contrary to a California Emergency Management Agency filing earlier in the morning saying "the plant has been shut down" because of an upset.
